AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
